Nuke Glitch

I have no nuke defense or any kind of say from teh linked picture.
And I have gotten several reprts that all say I have level 11, while the highest it level 4.
Can this please be explained to me? Thank you for looking in to this.

or its supposed to be a "1" and it doubled up the letters

is it only people with Nuke 1 defence who has the glitch maybe?

Why would it cycle me back through after i spent 53 mil cash on it? That is slightly retarded if it does...Spend like the 70 mil to get to level 4, then have it flip back over is kind of stupid...
